The Defence Fixed Telecommunications Service (DFTS) is delivered by BT on behalf of the MOD and delivers proven value for money under a single supplier agreement. BT, as an established supplier and innovative provider of ICT infrastructure (Information and Communication Technologies), works with the MOD to deliver flexible, secure and seamless voice, data and conferencing communications to the UK Armed Forces.

Other Government Departments (OGD's) and Defence industry partners can sign up to DFTS services through a DFTS Catalogue Access Agreement (CAA) or Memorandum of Agreement (MoA).

"The services provided under the [DFTS] contract are vital to the daily operation of the Ministry of Defence and the Armed Forces, both in peace and at war.”
Peter Luff – Minister for Defence Equipment and Support. 8 September 2010.

Why DFTS?

BT has a relationship with the Defence and Security Services stretching back over 100 years. As an established and innovative provider of ICT infrastructure and solutions to the UK Armed Forces, intelligence and security sector, BT works closely with its customers to deliver effective solutions. Using our specialist resources and partners we ensure that you benefit from our world-class capabilities and receive the best value for money.

What benefits does DFTS offer the MOD?

The Defence Fixed Telecommunications Service (DFTS) offers proven value for money to the MOD. As a fully managed service, it eliminates technology procurement risks, while BT people work hard to deliver a great service.

DFTS provides IL3 services to a quarter of a million end users, supplying continued operational effectiveness through ongoing strategic rationalisation and technological innovation. In addition DFTS provides telecommunication services via a secure WAN infrastructure to the MOD, other Government departments and the Defence Infrastructure supply chain.
BT supplies the MOD with both classified and unclassified ICT products and services to over 2,000 locations in the UK. The services range from wireless availability for people in “single living accommodation” through to onsite facilities management.

Defence communications have always demanded a powerful balance of security, capability, and innovation. BT’s Defence Fixed Telecommunications Service (DFTS) helps the Ministry of Defence and UK Armed Forces in its most critical activities, like pinpointing organisations and people who make and plant Improvised Explosive Devices, or speeding up transfers and treatment of frontline casualties. DFTS delivers proven value for money. As a fully managed service it eliminates technology procurement risks while BT people work hard to deliver a great service.

BT has worked with the Ministry of Defence (MOD) since 2004 to design and deliver their online Defence Learning Portal (DLP). This web-enabled service provides fast, efficient and cost-effective access to a range of learning resources, and has helped the MOD transform the way training and education is delivered to staff and contractors. The continually evolving service now has more than 200,000 users, making it one of the largest resources of its kind in Europe.

The Defence Learning Portal (DLP) provides Classified and Unclassified training access from any internet-connected device anywhere in the world, at any time of day. Training and simulation plays an important part in the training provided to MOD. BT supports this activity through the deployment of secure networks that interconnect the UK’s simulation community as well as providing connections to NATO partners.

BT is supporting the MOD to protect against the cyber threats and has delivered a Computer Network Defence capability that’s accredited to IL5. The solution is based on business risk and enables identification of potential and actual attacks to networked systems. It enables informed, risk-based decision-making and responses based upon comprehensive situational awareness. The benefits include a significant reduction in the time it takes to complete analysis, and access up to date information – which means that decisions can be accurate and based on a holistic picture.

BT Openzone for the MOD

BT Openzone is the UK’s leading provider for public Wi-Fi, allowing users of the service simple and fast access to the internet with any wireless enabled device. Currently BT Openzone has over 2.5 million hotspots in the UK and another 65,000 internationally meaning you are never far away from a hotspot when you need to connect to the internet.

A BT Openzone MOD customer gains additional benefits including access to the special £16.80 per month (including VAT) contract. This allows MOD users unlimited access to the internet and the opportunity to cancel the contract with one-month’s notice, giving MOD personnel a flexible and adaptable internet package which they can use whilst they are on or away from their base. With BT Openzone you can connect to the internet, use VOIP software to call family and friends, game online, surf the Web, and access your office network – safely and securely.

Currently BT Openzone is available at a variety of MOD bases including RAF Leeming, RAF St Mawgan, RAF Marham, and the Faslane Naval Base in all of the “single living accommodation” quarters.

“NATS provides air traffic control services at 15 of the UK's biggest airports, and ‘en-route’ air traffic services for aircraft flying through UK airspace. This year we will handle more than two million flights carrying over 220 million passengers. BT is integral to this capability, providing a secure and resilient network infrastructure that underpins our communications and surveillance requirements. Working in partnership, teams from across NATS and BT work collaboratively to maintain and support the ever-changing demands of NATS operational and non-operational environments, meeting the challenges this inevitably presents. Our collaboration doesn’t stop at our immediate requirements. Together, NATS and BT are working to jointly develop the network infrastructure that will underpin the air traffic management services of the future.” – Chris Odam, Supply Chain and Business Services Director, NATS.

The Met Office is the U.K.’s national weather service and one of the world’s leading providers of weather and climate services. The Met Office serves a wide range of customers, from Government departments to commercial companies. Among its roles, the Met Office supports the UK's military operations via the provision of weather forecasting services as well as being one of only two World Aviation Forecast Centres, providing weather data for the world’s airlines above 24,000 ft. Supporting these crucial operations is a data centre with massive high-performance computing resources focused on weather tracking, analysis, predictions and reporting. The data centre provides connectivity to numerous defence-related locations, Government departments, commercial customers, and research partners.

This is underpinned by the Met Office relationship with BT that provides telecommunications services for the Met Office to over 60 sites across the UK and internationally. BT provides a secure managed VPN for the Met Office capable of allowing data, video and voice to be transferred quickly and smoothly from one device or system to another, across BT’s MPLS-based Network.

A wide range of MPLS access technologies are available, depending on the needs of each Met Office site.

In addition to the managed infrastructure, a range of value added services are provided. These include configuration management, performance reporting and fault management.

International business

BT also supplies a wide variety of services from its global portfolio to support the international requirements of its Defence sector customers.

BT Defence and Security primarily delivers these services on behalf of its larger customers such as the MOD, United States Government, Foreign and Commonwealth Office, and NATS.

These customers benefit greatly from expertise provided by BT’s International Business Unit and make use of an extensive range of competitively priced high-bandwidth/low-latency services that BT can design, deliver, and support in order to link almost any country with any other.

Additionally, we support other Government customers to meet ad-hoc, humanitarian and operational requirements using both bespoke services such as satcom and core international portfolio platforms such as MPLS and International Private Line.

BT Federal is BT Defence and Security’s own dedicated specialist team based in Washington, DC in recognition of the fact that certain requirements need local expertise. The same is true of BT’s NATO team based in Belgium and many other units supporting defence customers locally throughout the world. Additional support and expertise to these units is always available from the Defence core team for more complex requirements.
