    With around 20,000 employees, 25,000 social housing tenants and the broad remit of a unitary authority, the City of Edinburgh Council is a major business. Each year it purchases more than £165 million of goods and services and – prior to transformation – managed over 12,000 suppliers. The council had been starved of IT investment for a number of years, and the early years of the partnership with BT were marked by significant challenges – not least, the migration of information from old mainframe computers onto a strategic enabling infrastructure.
