Edinburgh is a major centre for finance, service industries, and tourism. The city’s summer and winter festivals are world renowned, and the population of 440,000 doubles to nearly one million during the high season. It’s no surprise then that the City of Edinburgh Council is one of the largest local authorities in Scotland – employing 20,000 people with an annual budget of approximately £1 billion.
The Council provides services that include planning, housing, transport, refuse collection, education, social care, revenue and benefits, and leisure. In order to do that, it makes millions of phone calls each year. By 2009, annual expenditure on fixed line services had reached around £1.7 million; a sizeable amount by any standard.
