Background
The Gershon report found that, despite an investment of £6 billion in public sector IT since 2000, there had been a failure to restructure processes. Public bodies preferred a policy of self-sufficiency in which they provided all their own services, which were replicated across many organisations. The report identified target areas – such as finance, HR, and IT – where the simplification and standardisation of transactional services would be most likely to deliver the highest efficiency gains.
