The City of Edinburgh Council is determined to become one of Scotland’s top performing local authorities. In order to reduce its IT costs, in 2001 the Council entered into a ten year IT outsourcing partnership with BT, which was extended in 2008 for a further five years. Under the contract, BT took on full responsibility for the day-to-day operation and evolution of the Council’s networked infrastructure. The Council estimates that by outsourcing its IT infrastructure to BT it will save £23.3 million over ten years.
Andrew Unsworth, Head of e-Government at The City of Edinburgh Council, says: “The savings represent ten per cent of our IT budget and have allowed us to invest in, amongst other things, a self-service human resources system, a new schools administration system, and a key upgrade to our social care application.”
BT acknowledged that it needed the assistance of a single third-party partner organisation to provide on-going support services for its local authority clients running Oracle E-Business Suite applications.
